公屋租置餘貨首批800個單位,據悉5月接受申請。消息指,這批公屋分布於全港39條屋邨,以市值一五折至一八折出售,售價低至14萬至126萬元。租置計劃有房委會做擔保人,綠表申請人最高可造95%按揭,即買家只須放低最平7,000元首期就能上車,樓價尾數可透過按揭攤還。

據了解租置公屋的定價方法,採用「經調整重置成本」機制,即考慮4項主要成本,包括建築成本、工程管理成本、資金成本,以及繳付予政府的土地成本。
不同屋邨的單位,再因應樓齡及地理位置作出調整。然後再考慮到個別單位的樓層、座向、景觀、環境及間隔等,再釐定最終價格。

禁售期3年 之後可第二市場轉售
轉售限制方而,售出單位起計首5年內,租置單位業主可將單位售回房委會。至於第3年起,業主可向房委會補價後,於公開市場出售單位,或透過第二市場轉售。
另外房委會為租置單位業主提供安全網,若業主於單位賣出後5年內,家庭出現不可預見的困境,獲有關當局批准後,可申請把單位售回房委會後,回復租戶身分。

申請安排方面,租置公屋餘貨隨綠置居計劃接受綠表申請,5月可交表,最快7月攪珠,9月揀樓。申請者揀樓時,可選擇購買綠置居或租置公屋。這批單位將以「現樓」形式,按單位目前實際情況及狀況出售。據悉因應疫情及安排困難,房委會不提供「睇樓」安排。
今次是房委會首次推售租置公屋回收單位,未來將於每年居屋和綠置居銷售計劃,也會同時出售租置公屋餘貨。若有餘貨單位未能於銷售計劃售出,這批單位就會緊接在下一個銷售計劃繼續出售。

房委會將於推售兩次租置公屋餘貨後,就計劃作檢討。房委會將參考租置計劃餘貨的銷情後,考慮是否需要和適合將目標買家,擴展至其他類別如白表人士,但選樓優次可能會相對綠表人士低,以加快出售租置餘貨。
